asked the Minister for Industry and Commerce, with reference to the referral of the Classic/Master Meats take-over to the Monopolies' Commission and the referral of the bakery industry to a commission of inquiry, if he will introduce legislation of a regulatory nature with particular reference to the food industry and the need to ensure an orderly development of that industry, having regard to its fundamental importance to the economy; and if he will make a statement on the matter.

The Deputy will be aware of the Government's commitment in the Programme for Government 1989-1993 to the introduction of legislation to give effect in domestic law to provisions similar to Articles 85 and 86 of the Treaty of Rome. This legislation, which will be promoted as a matter of priority, will be of general application. I am satisfied that this proposed legislation, taken together with the existing body of competition law, will provide an appropriate frame-work for the development of Irish industry.
