asked the Minister for Health if he will make a statement on the impact of the Control of Clinical Trials Bill, 1987, on medical research since it came into force earlier this year; and whether he will set up a departmental compensation fund as a means of resolving the impasse as suggested during the relevant debate in Dail Eireann.

I am aware that some difficulties have arisen in a number of hospitals arising out of the introduction of the Clinical Trials Act, 1987.
With a view to resolving these difficulties I set up a review group representative of the various interests involved.
On the basis of the review group's recommendations I am formulating proposals which I will put to Government shortly.
