The Programme for Government 1989-1993 in the National Interest has confirmed the national development plan's objective of reducing the Exchequer borrowing requirement to at most 3 per cent of GNP by 1993. It also made it clear that the level of borrowing would be reduced even further if economic and budgetary circumstances permit.
