asked the Minister for Agriculture and Food if and when he intends to increase the amount of compensation in respect of bovine TB reactors; and if he will make a statement on the matter.
Written Answers. - Compensation for Bovine TB Reactors.
Following recommendations from the ERAD board and in line with representations by the IFA I increased and expanded the rates of grants payable for reactors as from 1 February 1989. Details of the new grant rates will be circulated in the Official Report.
I am informed by the director of ERAD that a further review of grant levels is currently taking place, the result of which will be announced in the near future.

2. Depopulation Grants
Herdowners whose herds are depopulated (totally or partially) in the interest of disease control may qualify for depopulation grants as follows:
Animal Type |
Grant Rate |
Pedigree bulls |
£45 per month of rest period |
Dairy herd — Cows, in-calf heifers |
£45 ,, ,, ,, ,, ,, |
Suckler herd — Cows, in-calf heifers |
£25 ,, ,, ,, ,, ,, |
Maiden heifers (including calves) |
£15 ,, ,, ,, ,, ,, |
Steers (including calves), non-pedigree bulls |
£15 ,, ,, ,, ,, ,, |
Grants are paid — in one payment following depopulation—
(i) for each animal in the herd at the time of restriction on condition that the herd owner agrees depopulation at the time specified by the ERAD District Veterinary Office. If this agreement is not received, and depopulation takes place subsequently, payment is made on each animal in the herd test immediately prior to depopulation, and
(ii) in respect of each calendar month of the rest period specifed by ERAD District Veterinary Office.
3. Income Supplement
The income supplement will be paid in cases where disease breakdown results in the removal of more than 10 per cent of animals in a herd but where depopulation is not deemed appropriate. Payment is in respect of each animal removed as reactor from herds in which there are 100 animals or less on the date of restriction and will be at the rate of £25 per month for suckler cows and £15 per month for dairy cows and other animals.
4. General
Grants are subject to the herd owner complying with the provisions of the Diseases of Animals Act, 1966 and any orders made thereunder and with the movement, identification and other controls laid down under the Disease Eradication Schemes. The Minister may refuse payment of grants, in whole or in part, where a herd owner has not satisfied the aforementioned provisions or where the Minister is satisfied that the herd owner has failed to co-operate with authorised officers or Veterinary Inspectors of the Department in carrying out their duties under the schemes.
