asked the Minister for Education if any action has been taken on Paragraph 3.1 of the Programme for Action in Education in regard to re-examining whether a system of financing of schools based totally on enrolments can deal with the special circumstances arising in individual schools, notably schools which are developing or showing a decline in enrolment; and if any action has been taken pursuant to this re-examination.

Consideration was given by a previous administration consultation with the patrons' representatives to the method of funding national schools in accordance with the commitment given in its Programme for Action in Education. It was generally agreed then that within existing resources it was not feasible to depart from the present system of capitation grants. The difficulties of certain schools are recognised and special additional grants have been made to the patrons of schools in Dublin, Cork and Limerick, so as to enable them to supplement the local contribution to schools which have been designated as serving disadvantaged areas.
