asked the Minister for the Environment if he intends issuing a directive to all local authorities to ensure that all tenancies to married couples are granted in the joint names of husband and wife irrespective of which spouse contributes financially to the running of the home.

Local authorities were advised in September 1976 to ensure that all tenancies of local authority dwellings created on or after 1st October 1976 should be in the joint names of the husband and wife where applicable, except in exceptional circumstances where the Manager considers that this would not be warranted or where both parties express a wish that the tenancy be in the name of one spouse only.
