It has been necessary to undertake detailed consultations with the various Departments involved — Health, Environment, Justice and Revenue — to work out a uniform scheme. I have also consulted Opposition spokesmen and I have written to them yesterday with a final draft of regulations which I hope will meet the points they have raised. I hope that the regulations can now be finalised very quickly. In the meantime, applications have continued to be processed under the old scheme.
