asked the Minister for Labour if his attention has been drawn to the fact that all vocational qualifications in England and Wales are to be brought within a new national framework to be called the National Vocational Qualification; if he has satisfied himself that all Irish vocational qualifications will be automatically and reciprocally recognised under these arrangements; and if he will introduce similar arrangements here.

The comparability and mutual recognition of vocational qualifications is a complex issue. There have been ongoing discussions on the subject between the member states of the European Community and the Commission for many years. The issue extends much wider than the ambit of my Department's responsibilities. In particular, the Departments of Education and Health have crucial roles to play in the area of professional qualifications.

I am having FÁS keep in touch with the developments in England and Wales. I shall endeavour to ensure that the interests of Irish persons wishing to obtain employment in other EC member states are protected.
