asked the Minister for Social Welfare, in view of the fact that all information available has been given by a person (details supplied) in County Leitrim, if he will restore unemployment assistance payments; and if he will pay arrears due.

Following an investigation of his means, the unemployment assistance claim of the person concerned was disallowed from 20 September 1989 on the grounds that by failing to disclose full details of his means he failed to show that his yearly means did not exceed the statutory limit for receipt of a qualification certificate.

He appealed against the disallowance and an appeals officer, on 23 November 1989, also decided that he failed to disclose full details of his means.

It is not possible to determine the means of the person concerned in the absence of information about the income from the holding on which he resides with his brother. In view of the refusal of both parties to furnish full particulars of that income, the case is being referred again to the social welfare investigating officer to see, once more, if particulars of the farm on which the claimant and his family reside will be made available, or if not, whether it is possible to make an estimate of the income which would enable an adequate assessment of the claimant's means to be made. The entitlement to unemployment assistance of the person concerned will be reviewed in the light of the officer's report.

asked the Minister for Social Welfare when a decision will issue with regard to an old age pension appeal in the case of a person (details supplied) in County Mayo.

The person concerned did not appeal, but lodged an application for an increase in pension. The social welfare officer has finalised his investigations and will be forwarding his recommendation to the deciding officer shortly. On receipt of the file, the deciding officer will make a decision and the person concerned will then be notified of the outcome.

asked the Minister for Social Welfare if he will arrange for a free electricity allowance to be paid to a person (details supplied) in County Offaly.

The person concerned was approved for the free electricity allowance with effect from the October-November billing period.

The ESB has been instructed to apply the allowance to the person concerned from this billing period onwards, which is the appropriate commencement date under the scheme.
