asked the Minister for the Environment if he will reconsider his decision to exclude central heating and normal repairs from the disabled person's housing grants scheme because of the severe hardship which his decision is causing many disabled people who are unable to pay for these very necessary needs.

Under the conditions of this grant scheme assistance is provided for adaptations to existing accommodation or the provision of additional accommodation for facilities specifically required to meet the needs of disabled persons. The cost of providing heating within any new accommodation provided for a disabled person may be reckoned as part of the cost of the overall scheme of works. I have no proposals to change the conditions of the scheme.
