Written Answers. - Diplomatic Relations with Namibia.

22 Mr. Kavanagh asked the Minister for Foreign Affairs if it is proposed to establish diplomatic relations with the emerging democracy in Namibia; the bilateral aid projects that are planned for that country; and if he will make a statement on the matter.

The Government warmly welcome the announcement that Namibia will become independent on 21 March 1990. Ireland is pleased to have been able to contribute to the process of self-determination in Namibia through its participation in the United Nations Transition Assistance Group (UNTAG).

Possibilities for the extension of our limited network of diplomatic relations are examined from time to time in the light of our national and international interests and the availability of the necessary resources. Announcements are made at the appropriate time following such review exercises. It would be wrong and contrary to international practice, however, to speculate publicly on their outcome.
While we are sympathetic to the needs of Namibia, in current budgetary circumstances it is not feasible to develop bilateral aid projects there: however, applications for assistance in the form of (i) co-financing arrangements with Irish NGOs and (ii) fellowships, will be considered in 1990 in the light of their merits and available resources. Ireland will also be contributing its share of European Community programmes for Namibia.
