112 Mr. Cosgrave asked the Minister for the Marine the number of occasions on which the Interim Dún Laoghaire Harbour Authority, County Dublin has met to date.

113 Mr. Cosgrave asked the Minister for the Marine the discussions or consultations which took place prior to the establishment of the Dún Laoghaire Interim Harbour Authority, County Dublin.

114 Mr. Cosgrave asked the Minister for the Marine the terms of reference of the recently appointed Interim Dún Laoghaire Harbour Authority, County Dublin; and whether it is expected to have a report or recommendations issued at an early date.

I intend answering Questions Nos. 112, 113 and 114 together.

Between the time of the publication of the report of the Planning Review Group and the setting up of the Dún Laoghaire Harbour Board discussions were held relating to the recommendation to set up a board. These discussions involved various public representatives and individuals and were undertaken by both my predecessor and myself.

The terms of reference of the Dún Laoghaire Harbour Board which I announced in a press release dated 2 January 1990, are as follows: The primary function of the board will be to assist the Minister in all aspects of harbour management and development. In pursuing its function the board will (a) have particular reference to the recommendations of the Planning Review Group; (b) take note of the views of harbour users and other interested parties; (c) advise on the best management policy for the harbour to ensure the greatest benefit to harbour users; (d) seek proposals from private investors and others for developments in the harbour area; (e) advise the Minister on the establishment of marina facilities at the Harbour; and (f) evaluate development proposals and place them on public display.

The board will not be working towards a single report or set of recommendations but they will advise me from time to time as is necessary.

The first meeting of the Dún Laoghaire Harbour Board is scheduled for 27 February 1990.
