88 Mr. Dempsey asked the Minister for Finance when it is proposed to hold competitions for the recruitment of disabled persons to certain grades in the Civil Service during 1990; and if the Government are committed to achieving a 3 per cent quota of employment for the disabled in the civil and public sectors.

The Government continue to be committed to the provision of the 3 per cent quota of employment for the disabled. As regards the Civil Service, which is the area in which I have direct responsibility for recruitment, it is intended initially to reactivate two special open competitions for disabled persons which were in the course of being held but which had not reached the final stages when the recruitment embargo was imposed in 1980. One or more further competitions for disabled persons will be run by the Civil Service Commission as soon as the Civil Service Commission are in a position to undertake this work.

89 Mr. Dempsey asked the Minister for Finance when it is proposed to fill the vacancies for clerical officers from the list of candidates who were successful in the 1986 competition for disabled persons.

My Department have requested the Civil Service Commission to reactivate the 1986 open clerical officer competition for disabled persons. The Civil Service Commission have informed my Department that they will undertake this work as soon as current commitments permit. I understand that the written examination has been completed and that the next stage will be to call the highest placed candidates for interview.

90 Mr. Dempsey asked the Minister for Finance if it is proposed to consider a separate promotional structure for disabled persons in the public service.

The question of establishing a separate promotional structure for disabled persons in the Civil Service (the area for which I have direct responsibility) is not under consideration at present and no proposal to establish such a structure has been made to me.
