Vol. 397 No. 3

Ceisteanna—Questions. Oral Answers. - Sale of Food Legislation.

Phil Hogan

Ceist:

12 Mr. Hogan asked the Minister for Agriculture and Food if he considers it necessary to introduce new legislation regarding the sale of food; and if he will make a statement on the matter.

The introduction of new legislation regarding the sale of food in so far as my Department are concerned is not considered necessary at this stage.

I am very disappointed that the Minister of State with responsibility for food fails to understand that there is a huge need for updating legislation on the sale of food. In view of the advances in food technology and the importance of hygiene in the handling of food, would he not consider that legislation is long overdue? The present legislation dates back to 1953. Would the Minister agree that the practice of voluntary regulation in the handling and presentation of food is not working satisfactorily.

I share the concern of Deputy Hogan. The difficulty is that at retail level the sale of food is the responsibility of the Minister for Health. I am in discussion with him and the Food Safety Advisory Committee which was set up last year. I will impress on the Minister the Deputy's concern.

Would the Minister not agree that the Irish regulations concerning the sale of food are totally outdated and inadequate in comparison with those of our European colleagues or the United States, particularly in view of our lack of labelling regulations? Legislation is now required for consumer protection to allow people to know what they are buying.

I do not share the same lack of faith in the consumer as Deputy Stagg. Today's consumers are demanding high standards and we are in compliance with all the EC Regulations and Directives in relation to food. If there is any specific food item which the Deputy feels is not up to standard, I will be glad to take up the matter.

In view of the importance the Minister is attaching to the consumers' food safety interest, does he consider that the consumer could be happy with the present food safety legislation?

I believe the consumer is vigilant in relation to the purchase and consumption of food and is insistent on a very high standard. We are complying with all the EC Directives and Regulations. We have established a food safety committee and they are monitoring all developments in the food industry to ensure that the consumer gets good quality food.
