Written Answers. - Third Level Grants.

Ceist:

160 Mr. J. Mitchell asked the Minister for Education if her attention has been drawn to the case of a person (details supplied) in Dublin who has qualified for a place in the National College of Art and Design where the annual fees are £1,100 but who cannot take up the place due to the fact that her father is on invalidity pension; if she has any plans to make special provision for similarly talented children of less well-off families to attend third level colleges; and whether, in this case, any special assistance will be granted.

It is understood from Dublin Corporation, the body statutorily entrusted with administration of the higher education grants scheme in this student's area, that a completed application form has not been submitted by or on behalf of the student. So that her entitlement to receive payment of grant assistance may be examined a completed application form should be submitted to Dublin Corporation as soon as possible.

Two of the conditions to be complied with by a candidate in order to qualify for a grant under the higher education grants school are: (a) he/she must obtain the following successes in the leaving certificate examination: (i) grade D or a higher grade in at least five subjects, or in four subjects including Irish and either; (ii) grade C or higher grade in higher level papers in four or more subjects, or grade C or a higher grade in higher level papers in Irish and two others subjects, or in maths and two other subjects.

The success at (i) may be obtained in the leaving certificate examination of one year and the successes at (ii) may be obtained in the examination of a different year but the successes under either heading may not be obtained by accumulation. (b) he/she must satisfy the provisions of the means test. The means test tables are construed to provide financial assistance to students who perform well in the leaving certificate examination and who might otherwise due to a lack of financial resources, be unable to proceed to a university or other college of third level education.
