67 Mr. McCormack asked the Minister for Energy if the Energy Council of the EC has discussed the proposed Community Fiscal Framework for environmentally acceptable energy patterns; and if he will make a statement on the matter.
I believe that the Deputy is referring to the recent communication from the Commission to establish a broad understanding between member states and the commission on the main orientations concerning energy and the environment; to highlight broad objectives, areas for action and possible community measures.
The communication included a proposal for an initiative to establish a committee of national experts with the mandate of assisting the Commission in analysing taxation regimes which satisfy at the same time energy, environmental and fiscal requirements.
The final draft of the communication was circulated to Member States and was discussed by the energy working group on March 21, 1990.
Discussions on these proposals are at a very early stage and conclusions are not expected for some time.
