81 Mr. J. Bruton asked the Minister for the Environment if he will outline the sections of dual carriageway building undertaken in the last 10 years which have been carried out by direct labour by the local authority and by open tender contract, in terms of total mileage in each category.

82 Mr. J. Bruton asked the Minister for the Environment the comparative cost, on average, of the completion of dual carriageways by local authorities by direct labour and by open tender; and if open tender is significantly less expensive per kilometer of roadway.

I am taking Questions Nos. 81 and 82 together.

Information on the sections of dual carriageway undertaken in the last ten years is being compiled and will be forwarded to the Deputy when it is available.

It is not possible to make direct comparisons of costs for the completion of any two dual carriageway schemes, irrespective of whether they are constructed by direct labour or contract, because of variable factors such as land acquisition costs, the amount of earthworks required, type of ground, traffic levels which determine payment type and depth, traffic management measures, carrying out of additional works as part of a project such as landscaping, provision of barriers, walls, fences, guard rails, and unforeseen conditions.
