Written Answers. - Pedestrian Crossings.

Ceist:

66 Mr. Flanagan asked the Minister for the Environment the criteria necessary to establish warrant in respect of a pedestrian crossing; if he accepts that such criteria are more suitable to concentrated areas of urban population rather than urban provincial towns; and if in order to ensure the existence of a pedestrian crossing on national primary routes that pass through centres of population he will adopt the French model as more applicable to Ireland; and if he will make a statement on the matter.

Guidelines for the installation of control devices at pedestrian crossings are contained in document RT.206 published by An Foras Forbartha in January 1981. The guidelines set out the different criteria under which the installation of a particular control device is justified in a given situation e.g. traffic conflict, variations in volumes of pedestrian and vehicle movements and accidents. The criteria provide for a variety of combinations of pedestrian and vehicular traffic and cover both major urban and provincial town situations. My Department is not aware of the alternative system referred to by the Deputy.
