Vol. 399 No. 2

Written Answers. - Psychological Assessment Unit.

Jim Mitchell

Ceist:

92 Mr. J. Mitchell asked the Minister for Health if his attention has been drawn to the fact that the psychological assessment unit at Stewart's Hospital, Palmerstown, Dublin 20, has been withdrawn since October, 1989; if his attention has further been drawn to the fact that Circular 23/77 requires that, for admission to special classes, a child must have a psychological assessment before placement; that several children in the catchment area of Stewart's Hospital cannot be placed in a special class suitable to their needs until an assessment is made; and if, in view of their constitutonal rights to education, he will make immediate arrangements for the psychological assessment unit at Stewart's Hospital to be reinstated; and if he will make a statement on the matter.

The assessment service at Stewart's Hospital has not been withdrawn and children with a mental handicap continue to be assessed there. The circular referred to by the Deputy was issued by the Department of Education. It is the responsibility of the Department of Education to ensure that arrangements are in place for the assessment of children who are not mentally handicapped but who have special educational needs.
