Ceist:

96 Mr. Quinn asked the Minister for Industry and Commerce the number of established positions of (a) cleaner (b) messenger and (c) porter which exist in his Department; the number of vacancies which have remained unfilled because of the embargo; the present number of vacancies; the number which are capable of being filled; the number which have been filled since 1 January 1990; and if he will make a statement on the matter.

It is assumed that the Deputy's question relates to the period since the first embargo on Civil Service staffing was introduced in 1981.

The authorised numbers serving in the relevant grades, prior to the introduction of the embargo, were: (a) Cleaner: 40, (b) messenger: 54, (c) porter: Nil.

The numbers serving in these grades at present are: (a) cleaner: 13, (b) messenger: 24, (c) porter: Nil.

No vacancy may be filled without the express approval of the Minister for Finance whose approval is being sought to fill certain vacancies at cleaner and messenger level.

Since 1 January 1990, no vacancies in these grades have been filled.
