Written Answers. - Control of Dogs Act.

Ceist:

85 Mr. Quinn asked the Minister for the Environment if he has received a draft set of by-laws from Dublin Corporation arising out of section 17 of the Control of Dogs Act, 1986; when he received the draft by-laws; if he accepts that the delay in dealing with this matter means that an Act passed three years ago cannot be fully implemented; when he will give a decision on the by-laws; and if he will make a statement on the matter.

A draft of proposed by-laws under section 17 of the Control of Dogs Act, 1986, was submitted to my Department by Dublin Corporation for preliminary clearance on 12 September 1989. In a reply dated 23 October 1989, my Department raised a number of detailed issues arising from the corporation's proposals as well as questions relating to the resources to be made available by the corporation for the enforcement of the by-laws. There has been no further communication from the corporation in the matter.
