51 Mr. Yates asked the Minister for Social Welfare if, in view of the formalisation of the supplementary allowance payments to the new clothing and footwear allowance, he will clarify whether social employment scheme participants or those on training schemes and other supplementary welfare allowance payments will be eligible for these allowances.

The new back-to-school clothing allowance scheme which I announced recently will operate within the scope of the supplementary welfare allowances scheme. In practice, this means that entitlement will be determined by the health boards which will have regard to the circumstances of each individual case.

The scheme is intended to cover children of people dependent on health board and social welfare payments, including basic supplementary welfare allowances and supplements in respect of special needs, e.g. rent or mortgage interest above a certain level and special heating or dietary needs.

In the case of FÁS trainees and participants in the social employment scheme, it will be a matter for the health boards to decide, having regard to all the circumstances, whether an allowance should be paid in any particular case.
