Written Answers. - Cereal Stabiliser Mechanism.

Ceist:

57 Mr. D'Arcy asked the Minister for Agriculture and Food if he will outline the action he proposes to take, as President of the EC Agricultural Council, to ensure that the examination of the present cereals stabiliser mechanism promised as part of the 1990-1991 EC price package is completed and implemented before the upcoming harvest in the hope that the co-responsibility and price-cutting proposals will be removed.

As part of this year's agreement on agricultural prices, the Council of Ministers invited the Commission to study the way in which the stabilisers regime has been implemented and to evaluate the results thereof in the light of the aims which were set.

It would not, however, be feasible to have the study concluded in advance of this years harvest, given that harvesting is already in full swing in the southern member states of the Community, and will get under way here in Ireland during the coming weeks.

I will of course be pressing to have the matter expedited and the results submitted to the Council of Ministers at the earliest possible date.
