Written Answers. - Social Employment Schemes.

28 Mr. Gilmore asked the Minister for Labour the analysis which has been carried out on the success or otherwise of social employment schemes; the number of participants who subsequently succeed in getting employment; if he will outline whether relevant social employment schemes were relevant to subsequent employment; and the number of former social employment scheme participants who reappear on social employment schemes; the extent of supervision and direction of the training element of these schemes.

The operation of the social employment scheme is monitored by FÁS on an ongoing basis through its information systems. In addition FÁS carry out periodic surveys and research.

It is estimated that approximately one quarter of participants subsequently gain employment.

Information is not maintained by FÁS which would show a direct link between the employment secured following participation on the scheme and the work on which participants were engaged. However the wide variety of projects carried out under the scheme and the wide range of skills involved, e.g. manual, social and personal skills, would improve the future employment prospects of participants.

Former SES participants may participate in the scheme provided they satisfy the current eligibility criteria. However, 12 months must have elapsed before former participants can participate a second time. Details of the numbers of such persons are not available.

Two thirds of SES participants are involved in projects where a supervisor is employed. Under new arrangements for the payment of grants to sponsors for supervision and materials, all projects involving five or more participants can have a supervisor.

The scheme is employment-based and does not have a formal training element. The feasibility of introducing such a training element is being considered.
