Written Answers. - Private Rented Sector.

Ceist:

29 Mr. Gilmore asked the Minister for the Environment if his attention has been drawn to the call made at the recent conference of Threshold for urgent reforms to prevent abuses of tenants in the private rented sector; if he intends to introduce greater regulation of the private rented sector; if he has concluded his review of the sector; if he will make regulations requiring landlords to supply their tenants with rent receipts; and if he will make a statement on the matter.

I am aware of the proceedings of this conference which I addressed. Copies of my speech are available to Deputies in the Oireachtas Library.

While I am sympathetic to the call for some additional protection, including rent receipts, for tenants in the lower end of the market, I am concerned that any new measures do not act to the detriment of those persons using private rented accommodation by discouraging investment, reducing the supply, or increasing the cost of such accommodation. I received a set of the conference papers on 26 June 1990 and these are being considered, in so far as my Department are concerned, as part of my review of the private rented sector.
