Ceist:

39 Mr. O'Shea asked the Minister for the Environment if, in view of the fact that no full-time appointments have been made to the engineering and planning section of local authorities since 1980 and having regard to the fact that a considerable number of temporary posts are held, an incremental salary scale will be introduced for these long term temporary staff; and if he will make a statement on the matter.

The position concerning appointments to engineering and planning posts in local authorities is not as stated by the Deputy. With regard to the pay question, it is a general and well established principle in the public service, including the local authority service, that temporary appointees are paid at the minimum of the salary scale for the office to which they are appointed and there is no question of introducing an incremental salary scale for temporary local authority officers.
