Written Answers. - Human Rights Conference.

52 Mr. Garland asked the Minister for Foreign Affairs if the non-Governmental Organisations can form part of future Irish Governmental delegations to the CSCE Human Rights Conference in Moscow 1991, and Helsinki 1992, as was the case with other governmental delegations in Copenhagen this year.

It is not the practice of the Government to include Non-Governmental Organisations (NGOs) in its delegations to meetings of the Conference on Security and Cooperation in Europe (CSCE). The Conference on the Human Dimension (CHD) is one part of the CSCE process. It has involved meetings of the 35 CSCE participating States in Paris in 1989 and in Copenhagen in 1990. The CHD will meet again in Moscow next year. NGOs were facilitated in making their views known to the meetings in Paris and Copenhagen. The same facilities will be provided in Moscow in 1991.

The Irish delegation to future CSCE meetings, including that to the CHD in Moscow next year, will continue to make itself available for meetings with interested NGOs and will facilitate them as much as possible.
