183 Mr. Hogan asked the Minister for Education when grants will be paid by her in respect of students attending third level education institutions in County Kilkenny; and if she will make a statement on the matter.
It is assumed that the question relates to payment of higher education grants to students by Kilkenny County Council.
The general position regarding payments to students is that Clause 7 of the higher education grants scheme provides that grants payable by local authorities shall be issued to students as early as possible in each term of the academic year. Prompt payment of higher education grants to eligible students is, therefore, a matter for local authorities who are statutorily entrusted with administration of the scheme. It is understood from Kilkenny County Council that maintenance payments in respect of the majority of eligible students were issued to the relevant third-level colleges on 25 October 1990.
