Adjournment Debate Matters.

I wish to advise the House of the following matters in respect of which notice has been given to me under Standing Order 20 (3) (a) and the name of the Member in each case: (1) Deputy Brian O'Shea — the need for the Minister for Communications to urgently put into effect the decentralisation of sections of Telecom Éireann to Waterford; (2) Deputy Proinsias De Rossa — The violent scenes in Dublin last night following the Ireland-England soccer international, and the adequacy of the Garda response to the violence; (3) Deputy Bill Cotter — the full implications for the IDA of the reply of the Minister for Agriculture and Food to Question No. 4 yesterday regarding Ballybay Meats; (4) Deputy Paddy Harte — the question of need for permanent Garda/Army presence at Lifford Bridge, County Donegal and (5) Deputy John Browne (Carlow-Kilkenny)— the subject matter of Question No. 45 on 28 February 1990 regarding the voting rights of people who have been inadvertently left off the register.

The Ceann Comhairle has selected for discussion the matters raised by the following: Deputy Paddy Harte, Deputy Proinsias De Rossa and Deputy Brian O'Shea.

It is like the lottery on a Saturday evening.

In so far as Deputy Barrett was not in he could not hope to win.

On a point of order, under the injury or grievance time procedure when does a Deputy get in? I understood from the Ceann Comhairle's office that that would happen at 3.45 p.m.

I am advised that Deputy Mitchell will be on when we reach the question of statements which is separate from that on which I have advised the House.

Since this is a new procedure does the Chair have some idea at what stage that might be?

The Chair is merely articulating as best he can arrangements made by Deputies in respect of all these changes. Each Deputy whose name I have mentioned in respect of the Adjournment will be given five minutes and the Minister will have five minutes to reply. That will be three ten minute sessions. Deputy Mitchell will not be called until some time subsequent to that.
