115 Mr. Nealon asked the Minister for Finance when it is intended to start arterial drainage work on (1) the Owenmore and Arrow catchment area, County Sligo and (2) the Mulcair catchment area, County Limerick.
116 Mr. Nealon asked the Minister for Finance the estimated cost of carrying out the arterial drainage of (1) the Owenmore and Arrow catchment area, County Sligo and (2) the Mulcair catchment area, County Limerick.
118 Mr. Nealon asked the Minister for Finance the EC funding which will now be available to assist with the cost of arterial drainage of (1) the Owenmore-Arrow, County Sligo and (2) the Mulcair, County Limerick.
I propose to take Questions Nos. 115, 116 and 118 together.
Pending completion of cost benefit analyses and environment impact assessments of drainage schemes for the Owenmore and Arrow catchment, County Sligo, which are at an advanced stage, and the Mulcair catchment, County Limerick which have recently been put in train, it is not possible to indicate the extent of works to be included, or, consequently, the cost of such schemes. Nor is it possible to give any commitments in relation to likely commencement dates.
There are no EC funds available for arterial drainage at present. However, if and when the Owenmore/Arrow and Mulcair schemes reach works stage they will be considered for any EC funding available at that time.
117 Mr. Nealon asked the Minister for Finance the total expenditure in each year since 1980 on arterial drainage by the Office of Public Works; and the amount of this sum recovered from the EC in each year.

119 Mr. Nealon asked the Minister for Finance when the remainder of the arterial drainage proposed for (1) Bonet-Boyle catchment area, County Leitrim and (2) the Blackwater in County Monaghan will be completed.
120 Mr. Nealon asked the Minister for Finance the cost of the work still remaining to be carried out on each of the catchment areas where arterial drainage is now in progress.
I propose to take Questions Nos. 119 and 120 together. At the current rate of progress, it is expected that works on the Boyle/Bonet and Blackwater (Monaghan) catchment drainage schemes will be completed in 1993. The estimated costs for completion of remaining works are £9 million and £6 million respectively.
121 Mr. Cotter asked the Minister for Finance if he will include the drainage of the Shambles river, Monaghan town, in the Blackwater scheme which is currently underway; and if he will make a statement on the matter.
The drainage of the Shambles river was considered by the Commissioners of Public Works for inclusion in the Blackwater (Monaghan) catchment drainage scheme, but was rejected at planning stage on economic grounds. Following receipt of representations from Monaghan County Council the commissioners re-examined the matter to see if circumstances would warrant the execution of some or all of the works required. However, as the problem is, primarily, one of urban flooding, the commissioners submitted a proposal to the council in May, 1990 whereby they, the commissioners, would undertake the work on an agency basis on behalf of the council. A formal response is awaited.
