Ceist:139 Mr. Crowley asked the Minister for Agriculture and Food if, in view of the fact that it is a condition of EC Regulation 797/95 on which the farm improvement programme is based, that each participant must complete all the major investments in the farm plan in the period provided for in the plan, he will outline his views on whether this condition should apply in the case of sickness, death or financial reasons if a person is unable to complete a plan; and if he intends raising the matter with the Council of Ministers to have this condition removed.
