96 Mr. Yates asked the Minister for Tourism, Transport and Communications if he will outline his future policy in relation to Iarnród Éireann in the context of (a) the continuation of all mainline and branch network routes, (b) the rail freight service and the continuation of services, (c) the levels of employment, (d) replacement of rolling stock and, (e) the level of future Exchequer subventions; and if he will make a statement on the matter.

99 Mr. Yates asked the Minister for Tourism, Transport and Communications if he will outline his future policy in relation to Dublin Bus in the context of (a) profit and subvention targets for each of the next three years, (b) the level of capital investment in fleet replacement in the coming years, (c) the possible sale of any shares in the company, (d) the advent of competition and, (e) the levels of employment; and if he will make a statement on the matter.

I propose to take Questions Nos. 96, 98 and 99 together.

A draft business plan for the CIE Group for the period 1990-94 was recently submitted to my Department by CIE. This document is under discussion at present with the company. It remains to be finalised and submitted by the Board of CIE for my consideration. It is not possible for me at this stage, therefore, to set out operational and financial performance targets for the CIE Group as a whole and the individual companies within the group.

I will, however, in the context of my examination of the business plan, be carrying out a review of existing transport policy and will be paying particular attention to a number of fundamental objectives.

These include the need for the development of cost effective and efficient public transport services, the encouragement of investment in new public transport infrastructure projects and a continuing reduction in real terms in the level of Exchequer subvention for CIE.
I should also mention that I am at present in the process of finalising legislative proposals for submission to Government for the liberalisation of bus services with a view to encouraging greater competition between public and private sector operators.
I have no plans for the sale of shares in either Dublin Bus or Bus Éireann.
