Written Answers. - Social Employment Schemes.

42 Mr. Ryan asked the Minister for Labour whether, in relation to social employment schemes, a decision was taken to reduce the supervisory allowance from 12 to 11.3 per cent; when such a decision was taken; when it came into effect; if it applied to schemes operating at that time; the steps which were taken to inform sponsors of projects; and if he will make a statement on the matter.

The basis of payment to sponsors of projects under the social employment scheme for materials and supervision was changed in July 1990. Under the old basis, public sector sponsors could claim up to 42 per cent of the total wage bill for supervision-materials costs while voluntary sponsors could claim up to 15 per cent of the total wage bill for materials costs and 13 per cent for supervision costs.

The new system provides that public sector sponsors may claim up to £27 per worker for materials and supervision while private sector sponsors may claim up to £10 per worker per week for materials and up to £155 per week for supervision of projects with five to 14 workers and up to £175 per week for projects with 15 or more workers.

The new system applies to projects commencing after July 1990. Projects which had already commenced at that time continue under the old system. Sponsors were advised of the changes as appropriate by FÁS.

I am satisfied that the new system improves the level and quality of supervision provided on projects.
