Written Answers. - Waste Dump Regulations.

Ceist:

49 Mr. Deenihan asked the Minister for the Environment if he will outline the present regulations of his Department for the management and control of dumps.

The main statutory provisions relating to the supervision and control of waste disposal operations are as follows: Local Government (Planning and Development) Acts, 1963 to 1990 and associated regulations; European Communities (Waste) Regulations, 1979 (SI No. 390 of 1979); European Communities (Toxic and Dangerous Waste) Regulations, 1982 (SI No. 33 of 1982); and European Communities (Environmental Impact Assessment) Regulations, 1989 (SI No. 349 of 1989).

The Environmental Protection Agency Bill, 1990, would add to these provisions by empowering the agency to specify and publish criteria and procedures to be observed by local authorities in relation to their landfill sites for waste disposal.

My Department have issued guidelines to local authorities on the factors to be taken into account in selecting, developing and operating waste disposal sites; a copy of these guidelines is available in the Oireachtas Library.
