110 Mr. Crowley asked the Minister for Agriculture and Food whether payment of a control of farmyard pollution grant has been approved in the case of a person (details supplied) in County Cork; and, if so, when payment will issue.

The grant has been approved and will be paid as soon as possible.

112 Mr. Crowley asked the Minister for Agriculture and Food the reason a person (details supplied) in County Cork was refused an installation aid grant.

The scheme of installation aid for young farmers provides that an applicant's enterprise has a labour requirement in excess of one MWU but less than 1.5 MWU at the time of installation. As the enterprise in this case exceeds the maximum labour unit requirement the applicant does not qualify.

113 Mr. Crowley asked the Minister for Agriculture and Food the date an application for a special beef premium was lodged by a person (details supplied) in County Cork; the date this application was approved at the local office; the date the approved application was referred to Dublin for payment; and when payment will issue.

This applicant's 1990 special beef premium application was lodged in the Cork office on 8 June 1990 and approved and referred to Dublin for payment on 27 February 1991. Payment was made on 15 March 1991.

This applicant will be paid his special beef premium scheme grants shortly.

115 Mrs. T. Ahearn asked the Minister for Agriculture and Food when a special beef premium, a suckler cow grant and equine headage payments will be made to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

This applicant was not eligible for grants under the 1990 suckler cow premium scheme as he had a milk quota of over 12,819 gallons. His 1990 special beef premium, beef cow and equines headage schemes grants are being processed for payment and will issue shortly.

116 Mr. Creed asked the Minister for Agriculture and Food the present position regarding an application for a beef premium by a person (details supplied) in County Cork; if this premium was passed by the local office; and when payment can be expected.

Payment under the 1990 special beef premium scheme in respect of the herd number quoted has been approved by the local office and will issue in the near future.

117 Mr. Creed asked the Minister for Agriculture and Food when suckler cow, special beef premium and ewe premium grants will be paid to a person (details supplied) in County Kerry.

Payments to this applicant under the suckler cow premium and special beef premium schemes are being processed and will issue shortly. He has been paid the first and second instalments under the 1990 ewe premium scheme and will be paid the final instalment under that scheme when the amount of the 1990 premium is fixed by the EC, probably in April 1991.

118 Mr. J. Higgins asked the Minister for Agriculture and Food the reason for the delay in payment of a cattle headage grant to a person (details supplied) in County Mayo.

This applicant will be paid her 1990 cattle headage grants shortly. Some delay in payment arose because of administrative difficulties.

119 Mr. O'Leary asked the Minister for Agriculture and Food the reason for the long delay in approving the application of a person (details supplied) in County Kerry for a grant under the mountain and hill improvement scheme; and if he will make a statement on the matter.

The western package, under which aid is provided for mountain and hill reclamation work, is due to expire this year. As part of the phasing out arrangements, processing of applications was suspended last year so that the extent of existing commitments in relation to available EC funds for this purpose could be established. Processing of applications has now recommenced and a decision will be made in this case within the next few weeks.
