6 Mr. Noonan (Limerick East) asked the Minister for Finance if he will give the names of the 200 State companies referred to in the Taoiseach's reply to Parliamentary Question No. 8 of 27 November 1990; his views on whether all these companies are still necessary; and if the Government have any plans to close down, amalgamate or sell off some or any of these companies.
In the reply to which the Deputy alludes the Taoiseach did not refer to 200 State companies but rather to 200 State boards. The Deputy will appreciate that there is a difference. I propose to circulate the names of these 200 State boards in the form of a tabular statement.
With regard to the second part of the Deputy's question, and having regard to the fact that we are talking about State boards rather than State companies, the position is that the need for the continued existence of each of these boards is kept under constant review by the Ministers under whose aegis they operate.

(Limerick East): Could the Minister inform the House when the last review of the usefulness of all these boards was undertaken by the Ministers and the Government?
A policy review in relation to every Department takes place in the middle of every year, as the Deputy may be aware, and the effectiveness and continuation or otherwise of State boards come under that type of review. At budget time there is also a review in expenditure terms in relation to the effectiveness of those boards. That is the procedure and I am sure the Deputy is very familiar with it. Some of the companies are changing face. Some semi-State companies are preparing for flotation on the market, to develop more fully and to remunerate the Exchequer as is happening with Greencore at the moment. Hopefully Irish Life will follow later this year.
The question seems to have been transferred to a question of State boards. May I ask the Minister if any study has been made of the legal implications for the membership of some of these State boards who are being privatised or partially privatised in the sense that the existing worker participation legislation requires the election of worker directors to some of these boards, and yet when faced with the prospect of privatisation or partial privatisation these workers are being removed at the stroke of a pen? Has any review of the legal implications of whether that may be done——
This is an extension of the scope of the question.
It is very pertinent.
It is a different question and it is a matter for answer by each of the Ministers under which the semi-State company or companies to which the Deputy refers have the appropriate authority.
