104 Mr. Finucane asked the Minister for Agriculture and Food if he will define the guidelines for the identification under each grade in the beef carcase classification scheme.

105 Mr. Finucane asked the Minister for Agriculture and Food whether, in view of the fact that 5,097 cases or 24 per cent of appeals under the beef classification scheme were successful, he has satisfied himself with the operation of the scheme; and if he intends to make any changes to its current operation.

I propose to take Questions Nos. 104 and 105 together.

The operation of the beef carcase classification scheme is determined by Council Regulation (EEC) No. 1208/81 and Commission Regulation (EEC) No. 563/82, which are implemented in Ireland under the European Communities (Beef Carcase Classification) Regulations 1982 (S.I. No. 382 of 1982). Carcase classification in Ireland is undertaken by officials from the Department of Agriculture and Food who have been trained fully for this task. Their work is closely monitored to ensure that the highest possible degree of accuracy in gradings is being applied in accordance with EC Regulations and also to ensure that an even standard is maintained throughout the country.

As an additional measure to protect the interests of producers, an appeals system operates.

In 1990 the total kill in Irish export plants was 1.359 million head. Of these 21,194 — 1.6 per cent — were appealed. The number of successful appeals at 5,097 represents 0.4 per cent of the overall kill. I consider that these data show a satisfactory degree of accuracy in classification.
