9 Mr. J. Bruton asked the Taoiseach if, having regard to the conclusions of the European Council meeting of 14 and 15 December 1990 in Rome, he will outline his view on the proposed involvement of the European Parliament in the appointment of the Commission of the European Communities and of its President; and if he will make a statement on the matter.
A number of proposals on this matter are being considered by the Intergovernmental Conference. The Government are prepared to consider a situation in which the President and the other members of the Commission, nominated by common accord of the Governments of the member states, after appropriate forms of consultation with, respectively, the European Parliament and the President-designate, should be subject to a single vote of approval by the European Parliament.
I take it that the Government would, therefore, not be in favour of votes on individual commissioners and that the Government would not be in favour of the Parliament being given the opportunity of voting on a choice — one from a number of potential commissioners nominated by member states?
That is correct.
