75 Mr. Allen asked the Minister for the Environment the total tonnage of toxic waste created in this country; and his views on whether it has all been disposed of in a legal manner.

I propose to take Questions Nos. 74 and 75 together.

As I indicated in reply to Question No. 78 of 6 February 1991, the estimated total volume of toxic and dangerous waste, within the EC definition, arising in this country was 54,000 tonnes in 1988. Some 90 per cent of this would be chemical waste, including organic and chlorinated solvents.

Toxic and dangerous wastes must be disposed of either in accordance with permits issued under the European Communites (Toxic and Dangerous Waste) Regulations, 1982 or by export for disposal abroad in accordance with the European Communities (Transfrontier Shipment of Hazardous Waste) Regulations, 1988. The local authority in whose area the waste arises is the responsible authority for the purposes of both regulations.
