Order of Business.

Notwithstanding Standing Order 51, it is proposed to take No. 7 and the following arrangements shall apply: (1) the speech of the main spokesperson for each of the groups as defined in Standing Order 89 shall not exceed 30 minutes; (2) a speaker on behalf of the Government shall be called on not later than 1.45 p.m. to make a speech in reply not exceeding 15 minutes, and the proceedings shall be brought to a conclusion not later than 2 p.m.

Are the proposals for dealing with item No. 7 agreed? Agreed.

Will the Taoiseach at some stage today clarify the position of the Government vis-à-vis the extradition of Mr. Ellis——

That matter does not arise now. It is not relevant to the Order of Business, and the Deputy will have to pursue it in another way.

It is. Will the Taoiseach or the Minister for the Environment say whether new legislation is promised to deal with the question of transient travellers who, in a wild west style convoy, converged on Ballinasloe yesterday——

It appears that there is no legislation to deal with the problem and 100 people will be out of work next week because of this.

Before calling the Taoiseach to move the motion and before we embark on the debate setting up a tribunal of inquiry, in accordance with previous rulings the debate should be confined to the question of whether an inquiry should be set up and whether the terms are acceptable. Matters to go before the tribunal should not be prejudged and the Dáil may not enter into an investigation of the matter.
