Written Answers. - Disadvantaged Areas Scheme.

85 Mr. Farrelly asked the Minister for Agriculture and Food the reason the townland of Robertstown, Kilmainhamwood, County Meath was excluded from the review of the disadvantaged areas, which has been completed; whether this townland was included in his Department's submission to Brussels; if he will outline the criteria under which this townland was excluded; and if he will make a statment on the matter.

86 Mr. Farrelly asked the Minister for Agriculture and Food the reason a person (details supplied) in County Meath was requested to submit a copy of his deeds and herd number to his Department in connection with the review of disadvantaged areas; and if he will outline the criteria under which this area was excluded from the scheme.

87 Mr. Farrelly asked the Minister for agriculture and Food if the townlands of Rathmaiden, Slane and Mullaghdillon, Slane, County Meath were reviewed and included in the submission to Brussels for inclusion in the disadvantaged areas; if not, the reason for this; and if these areas will be included in the review.

90 Mr. D'Arcy asked the Minister for Agriculture and Food if he will outline the criteria, as outlined by the EC, under which the townland of Monmore in the district electoral division of Ballygarrett in County Wexford was not included under the disadvantaged areas scheme.

95 Mr. Flanagan asked the Minister for Agriculture and Food the reason the town land of O'Moore's Forest in the County of Laois was not included in the recent extension of the disadvantaged areas scheme.

100 Mr. Flanagan asked the Minister for Agriculture and Food if he will publish the number of townlands in their respective district electoral divisions within County Laois that were submitted to Brussels for the purposes of the disadvantaged areas extension scheme; the precise areas that were successful and unsuccessful; if he will outline the reasons vast areas were not sanctioned in spite of appearing to meet all the necessary laid down criteria; and if he will make a statement on the matter.

I propose to take Questions Nos. 85 to 87, 90 to 95 and 100 together.

The criteria for designation of areas are those specified in Council Directive 85/350/EEC of 27 June 1985, published in the "Official Journal of the European (Community)" No.L. 187 of 19 July 1985, pages 1 and 2. As the Deputies will know, designation is not specifically determined on the basis of individual townlands but on "homogenous areas" which may embrace district electoral divisions or a number of townlands.
I have set up an appeals panel to consider appeals from areas not included in the recent commission proposal, a facility which, I may add, was not available to the many farmers excluded from the previous extension in 1985.
As regards the person named in one of Deputy Farrelly's questions, it is standard practice in my Department irrespective of where the farm is situated, to require farmers to produce deeds in particular circumstances (succession on death of owner, purchase of farm etc.) in order to establish their legal entitlement to livestock headage and/or premium payments.
