On 21 May 1991, the UN Security Council unanimously adopted Resolution 693 approving the establishment of a United Nations Observer Mission in El Salvador (ONUSAL) on the basis of the report of the Secretary-General (S/22494) of 17 April 1991.
The Secretary-General in his report adopted the recommendations of the preliminary UN mission mentioned by the Deputy that a human rights component be established "at the earliest feasible moment in advance of an agreement of a cease-fire". The Secretary-General also stated that the implementation of the second phase of ONUSAL would be dependent on the agreement and co-operation of both the Government of EI Salvador and the FMLN on the terms of a cease-fire. The agreement of the two parties is awaited.
Ireland fully supports the efforts of the Secretary-General of the United Nations and the ONUSAL mission in their efforts to bring about, and ensure the observance of, a peaceful reconciliation between the Government of EI Salvador and the FMLN.
