175 Mr. Gregory asked the Minister for Health the reasons a person (details supplied) in Dublin 7, whose son is now a severe haemophiliac, has not received the constant carer's allowance; and if he will review their position again at this stage.
I presume the Deputy is referring to the domiciliary care allowance payable in respect of children who are so severely handicapped that they require care and attention considerably in excess of that normally required of a child of the same age. Payment of this allowance in any individual case is a matter for the health board concerned. The Eastern Health Board have examined this case and decided that the child in question did not qualify for the allowance. Following an appeal, the matter was referred to the medical review group of the board who confirmed the board's decision. The board have agreed to review the case at yearly intervals.
