Written Answers. - Code of Conduct in Public Service Bodies.

50 Mr. Shatter asked the Minister for the Marine if he will outline in relation to each State and semi-State company under the aegis of his Department the companies which have a code of conduct delineating the activities which board members and employees of such bodies can engage in to ensure that an actual or potential conflict of interest does not arise vis-à-vis their duties as members and/or employees of such State bodies and other activities; the way in which this code of conduct, if any, is monitored by his Department; if he will make available in full, any such code of conduct stating the State and semi-State bodies to which it applies; and if he will make a statement on the matter.

The two semi-State companies for which I am responsible, An Bord Iascaigh Mhara and Arramara Teoranta do not currently have a formal code of conduct as described by the Deputy. In line, however, with Government policy that the highest standards of integrity should be followed in the public sector I decided to ask the chairmen in question to review existing systems and procedures directed towards this end in the State bodies for which I am directly responsible. This work is proceeding at present and both BIM and Arramara Teoranta are drawing up codes of practice.

The Deputy may also be aware that my colleague, the Minister for Finance, Mr. Reynolds, reported to the Government recently that the secretary of his Department was preparing a report as a matter of urgency, on the principles which govern the relationship between Departments of State and State bodies under their aegis, together with subsidiary and associated companies of the bodies in question.

The examination is designed to ensure that: the traditional standards of integrity and conduct which are appropriate to the public service are maintained, and the interests of the community and the State as owners of these bodies are taken fully into account in their operation.

It is the intention of the Government when the report is received to prepare and implement updated guidelines for the semi-State sector and I will arrange for their implementation within my areas of responsibility.
