Adjournment Debate. - Marine Matter.

I raise this matter in order to ask the Minister to get Government agreement to underwrite a loan from the banks for Waterford Harbour Commissioners to the extent of £9.6 million to assist in the construction of a new container port at Bellview in Waterford Harbour. The estimated cost of this project is £17.1 million. The harbour commissioners have already got approval for a grant from Brussels to the extent of £7.5 million but need an additional £9.6 million to set about building this project.

The people of Waterford are outraged that in the late seventies and early eighties the port of Cork got grants totalling £30 million directly from the Government for various developments in that port. Waterford Harbour Commissioners are not seeking grant-aid directly from the Government, they are merely asking the Government to guarantee borrowings from the banks who are loathe to give the money without a Government guarantee.

The construction of this new container port is necessary as Waterford port is the largest container traffic unit in the country. At present it handles 30 per cent of all container traffic. In spite of this it is operating to a degree of 50 per cent over capacity; it is in operation 24 hours a day, seven days a week, 364 days of the year. It needs this additional facility to satisfy its customers. A good deal of custom has to be turned away because of the inadequacy of the present facility. I am asking the Minister to encourage the Government to agree to underwrite — we are not looking for money — this loan so that work can begin on this badly needed project which is about three miles downstream from the main Waterford port. It would not be an asset just for Waterford — but for the nation. It would also make access costs to this country much cheaper. Therefore, it would be a major boon to industrialists as well as the port of Waterford.

Limerick West): I thank Deputy Deasy for bringing this matter to the attention of the House. In reply I wish to say to him that provision has been made in the National Development Plan and in the operational programme on peripherality for expenditure by Waterford Harbour Commissioners of £15 million between now and 1993 on the provision of major new Lo/Lo facilities at Belview and EC aid totalling £7.5 million has been approved in principle for the project. The first tranche, based on expenditure to date, of EC grant aid, £458,000, towards the cost of the project was paid to Waterford Harbour Commissioners in November, 1990. In addition and as an exceptional measure State grant assistance of £200,000 was paid to Waterford Harbour Commissioners in 1990 in respect of expenditure already incurred on the project. Commercial borrowings totalling £705,500 in respect of essential preliminary works have been drawn down by the Commissioners with my approval and that of the Minister for Finance. The second tranche, £418,000, of EC grant aid was paid to the Commissioners on 9 October 1991.

Actual construction works on the Belview harbour development plan have not commenced as yet as the financing arrangements and certain other necessary agreements remain to be finalised. In this regard difficulties have arisen and Waterford Harbour Commissioners have applied for a State guarantee for a significant level of borrowings.

I should advise the Deputy that the established policy is that each harbour authority, including Waterford, should be operated as a commercial undertaking and should be financially self-supporting. Harbour authorities should conduct their affairs so as to ensure that revenues are not less than sufficient to remunerate capital and repay borrowings. It is not the policy to State guarantee borrowings by harbour authorities.

However, I want to say to Deputy Deasy that I had the opportunity some time ago of visiting the port and speaking with the chief executive and other officials there. I have discussed the matter with my collegue, the Tánaiste and Minister for the Marine. Because of the importance of the location of Waterford for British and EC trade I am anxious to ensure that the Belview harbour development plan proceeds. The Waterford project is now being re-evaluated in the light of the request from Waterford Harbour Commissioners for a State guarantee. I expect that the reevaluation will be completed as soon as possible.

In conclusion I wish to say I have sympathy with the Deputy's remarks and I will support the project in any way I can to ensure, if possible, that the wishes of the port authority in Waterford can be acceded to.
