Written Answers. - Traffic Management Arrangements.

Ceist:

63 Mrs. Fennell asked the Minister for the Environment if he will outline any action he proposes to take to relieve traffic congestion in Dublin city in the Christmas period; and if he will consider implementing proposals put to him by the Dublin Chamber of Commerce in this regard.

Under the review of the Programme for Government measures are to be taken to improve significantly traffic management arrangements in Dublin. Specific proposals will be announced as soon as possible.

The particular measures proposed by the Dublin Chamber of Commerce to relieve traffic congestion would fall to be implemented by a number of agencies. Implementation of traffic and parking controls is a matter in the first instance for Dublin Corporation acting with the consent, or at the request, of the Garda Síochána. The implementation of individual measures, such as controls on stopping and parking vehicles, and the provision of bus lanes and clearways, is undertaken on foot of the Dublin area traffic and parking bye-laws which are made by the Garda Commissioner with the consent of the Minister for the Environment. The enforcement of these measures is a matter for the Garda Síochána.
