Ceisteanna — Questions. Oral Answers. - Newcastle West (Limerick) Employment Exchange.

5 Mr. Finucane asked the Minister for Social Welfare if in relation to the recent restructuring plans and the concept of the one stop shop he will outline whether the Newcastle West employment exchange, County Limerick, will now cater for social welfare applicants in the Abbeyfeale/Mount Collins area which is in an area currently covered by the social welfare officers who are based in Newcastle West and the employment exchange in Listowel; if he will resolve this anomalous position; and if he will make a statement on the matter.

My Department are currently implementing a new regional management structure. Eight regions, each composing a number of counties, have been set up. In general, the regional boundaries coincide with county boundaries and also with the boundaries of health board and FÁS regions.

At this early stage of implementation the arrangments have to take account of available resources such as accommodation, staffing and computer support. As new payment arrangements are introduced for the unemployed, the various constraints are expected to ease and opportunities for refining and improving the regional boundaries will become available.

The new arrangments represent an improvement over the old position. I accept, however, that where circumstances permit county boundaries should be maintained. The position in this area will be reviewed on a priority basis when the improved payment facilities for the unemployed are established in Limerick county.

We are at present reorganising the areas. We are endeavouring to keep the county boundaries. There are areas where there will be an overlap but, when we get the system fully in place, we will be able to deal with these initial difficulties.

On a previous occasion I met senior members of the Department of Social Welfare in relation to the difficulties prevailing in west Limerick. At that stage they assured me that rationalisation was taking place. I understand from a recent circular from the Minister that that rationalisation is currently taking place. I am concerned about the Abbeyfeale and Mount Collins area. I am sure the Minister himself would be concerned that that area should remain within the ambit of Newcastle West and should not be referred to Listowel Employment Exchange, which I am concerned may happen. In Newcastle West there is a modern building, built six years ago, which has been upgraded recently in the context of staffing. Newcastle West is capable with the resources, computer facilities etc., to retain the people in that area. I would appeal to the Minister to give me an assurance that Newcastle West will be the first choice of location.

The Chair has given the Deputy a lot of latitude.

As the Minister is aware, if the one stop shop is to be successful it is important to have it all structured in the one location. Will the Minister give me an assurance that Newcastle West will be retained.

I can give the Deputy an assurance that the long term aim is to have all of west Limerick serviced by Newcastle West. After consultations between the regional managers in Limerick and Cork and the staff of the two regions concerned it was decided to leave the electoral division of Mount Collins to be serviced by the employment exchange in Newcastle West and to transfer the investigatory work which was to be done by an officer in Tralee to an officer in Newcastle West. It is also proposed to transfer all the work in the Cahir electoral division to Newcastle West. That resolves the problems in those areas.

The other electoral divisions of Port, Dromtrasna and Abbeyfeale will remain in the Listowel catchment area. It includes the town of Abbeyfeale and has a claim load of 340 between unemployment assistance and benefit. This is a sizeable claim load and would stretch the busy office further. It would also have staffing implications.

To avoid confusion, investigation work is being transferred from Newcastle West to Listowel. Abbeyfeale, if anything, is marginally closer to Listowel. The Deputy could advise me about that as he knows the area better than I do.

The long term aim is that all of west Limerick would be serviced from Newcastle West and we have had some discussions at regional level to see if we can make progress.

The Minister's response has complicated rather than simplified matters. I can assure the Minister that when the people of Abbeyfeale have social welfare difficulties it is not back to Deputies in north Kerry they go but to Deputies in west Limerick. The Minister gives me an assurance that in the long term these areas will be under Newcastle West.

Long term they will all be serviced by Newcastle West.
