360 Mr. Hilliard asked the Minister for Health if she will outline the reason for (1) the 67 per cent increase in expenditure under Vote 41, subhead J.2; (2) the 17 per cent increase in expenditure under Vote 41, subhead J.1 and (3) the 16 per cent increase under Vote 41, subhead K, in the Estimates for Public Services 1992.

Subheads J.1 and J.2 of the Health Vote represent the Exchequer provision in respect of building, equipping and furnishing of health facilities. Total funding for this purpose, within the public capital programme, may from time to time be provided from a combination of Exchequer funding and other sources, such as from internal resources or through borrowing. Such was the case in 1991. However, all health public capital programme expenditure in 1992 will be met from within the Health Vote. The increase in subheads J.1 and J.2 in 1992 therefore reflects the increased proportion of total health expenditure under the public capital programme which is being met from Exchequer and lottery sources.

Subhead K, which covers Appropriations-in-aid of the Health Vote reflects increased revenue which results from the removal of the income ceiling on health contributions, and also includes anticipated capital receipts of £2 million. The subhead provision also takes account of the Government's macro-economic projections in respect of national income for 1992.
