Written Answers. - Diesel Usage Abuse.

Ceist:

135 Mr. Yates asked the Minister for Finance if he will outline the steps, if any, he and the Revenue Commissioners, intend to take to eliminate the abuse of green or red diesel usage by international hauliers who have developed elaborate systems with tanks in their articulated trailers linked directly to the vehicle engines; if he will introduce a total capacity limit on tank sizes to eliminate such abuse; and if he will make a statement on the matter.

The Revenue Commissioners have advised me that red (UK) marked gas oil may not be used in, and green (Irish) marked gas oil may not be used to power, a road vehicle in the State. Adequate powers exist to deal with any irregularities which come to attention.

The use of marked gas oil in road vehicles outside the State is covered by relevant EC regulations, which do not at present distinguish between marked and unmarked oil, and by the national provisions of the State concerned. Under existing Community rules, not more than 200 litres of fuel may be carried in the tanks of vehicles moving between member states without payment of the appropriate import charges.

The limiting of the capacity of tanks fitted to road vehicles is not under examination by the Revenue Commissioners.
