81 Mr. Aylward asked the Minister for Agriculture and Food if he will make arrangements to have a beef subsidy paid to a person (details supplied) in County Kilkenny.

This person's application for grants under the 1991 special beef premium scheme in being processed and if found in order payment will issue shortly.

The first and second instalments of the 1991 ewe premium and the 1991 sheep headage grant will be paid to the person named within the next three weeks. The final instalment of the 1991 ewe premium will be paid in March-April 1992 when the EC Commission fixes the exact amount of that instalment.

84 Mr. Aylward asked the Minister for Agriculture and Food if he will have arrangements made for early payment of (1) a suckler cow, (2) a beef cow premium/ subsidy and (3) a speical beef premium to a person (details supplied) in County Kilkenny where the application is in order.

This person's application for grants under the 1991 beef cow, suckler cow premium and special beef premium schemes are being processed and if found in order payments will issue shortly.

86 Mr. Finucane asked the Minister for Agriculture and Food when a beef premium will be paid to a person (details supplied) in County Limerick as payment has been authorised by his Department's office in Limerick.

This applicant's 1991 special beef premium scheme application has been provisionally authorised for payment by the local office of my Department. It is, however, subject to a computer check on the eligibility of the animals and if found in order following that check payment will be made shortly.

87 Mr. Finucane asked the Minister for Agriculture and Food if he considers the refusal of a 1990 suckler cow premium, to a person (details supplied) in County Limerick because his milk quota was in excess of 12,809 gallons, to be unfair in view of the fact that this person only has a provisional quota under the mulder scheme and his own quota is 4,000 gallons; and if he will make a statement on the matter.

The suckler cow premium, under EC rules, is payable only to producers who either are not milk suppliers or, if milk suppliers, have quotas which do not exceed 12,819 gallons. The person named had a quota in 1990, including the mulder allocation, in excess of that figure and, therefore, under the Community rules was ineligible for the suckler premium. The mulder element in his quota which was provisional has now been definitively allocated to him.

89 Mr. Nolan asked the Minister for Agriculture and Food the reason for the delay in the payment of a suckler cow premium to a person (details supplied) in Councy Carlow.

90 Mrs. Geoghegan-Quinn asked the Minister for Agriculture and Food when a decision will be made on headage payment for a person (details supplied) in County Galway.

The person named has been asked by my Department for certain documents in regard to off-farm income in relation to headage claims made a number of years ago and when he submits these the question of his entitlements will be considered.

91 Mr. Geoghegan-Quinn asked the Minister for Agriculture and Food when he expects to have headage payments made in full to farmers in County Galway.

It is expected that 1991 headage payments with the exception of the third instalment of the ewe premium scheme and some query cases will be completed in County Galway by the end of March. It is expected that the amount of the third instalment of the ewe premium will be decided by the EC at the end of March and that payments will be made in April.

92 Mr. Boylan asked the Minister for Agriculture and Food when a headage payment will be made to a person (details supplied); if his attention has been drawn to the serious depression within the farming community due to a lack of finance because of these undue delays in payments; and if he will confirm that all payments will be made with the minimum delay.

This applicant's 1991 suckler cow and special beef premium schemes grants are being processed and if found in order will be paid shortly.

He has been requested to submit documentary evidence in respect of the lands owned and farmed by him and when he does so, the question of payment of grants to him under the 1991 cattle headage scheme will be considered further.

I can confirm that all outstanding headage payments will be made with the minimum of delay.

He has been deemed ineligble for grants under the 1991 special beef premium scheme as he failed on submit cattle identity cards for five cattle on which he had applied for premium to the local office of my Department for checking, stamping and punching before he sold the animals.

103 Mr. Creed asked the Minister for Agriculture and Food when the promised increased rates of headage grants will be paid to farmers.

Increased rates of headage grants will be paid under the disadvantaged areas schemes for 1992 and subsequent years. In addition to the £95 million already provided in the Estimates an extra £22 million was allocated in the budget for the schemes in 1992.
